In November 2025, The Metropolitan Mayors Caucus launched the Low-Income Energy Efficiency Outreach and Engagement (LIEEOE) grant program. The Caucus awarded 33 grants to support energy efficiency education and outreach to low-income residents throughout the ComEd service territory.
These funds are made available through the Low-Income Energy Efficiency Accountability Committee (LIEEAC) which is authorized by the Climate and Equitable Jobs Act (CEJA), which was enacted by the Illinois General Assembly and signed into law by Governor J.B. Pritzker on September 21, 2021.
The Caucus is serving as the facilitator to LIEEAC under the guidance of the LIEEAC Leadership Team under contract to ComEd with oversight by the Illinois Commerce Commission (ICC). The Caucus is the administrator of the LIEEOE Grant program.
