In order to ensure that our region’s rental housing stock is well-maintained and managed responsibly, municipalities need model policies and tools to ensure that landlords in the community are responsible stewards of their properties. The Metropolitan Mayors Caucus worked in in partnership with the Center for Community Progress and regional partners on two publications on this topic that are relevant for any municipality in our region:
Drafting Rental Regulation Ordinances in Illinois Municipalities: A Short Guide for Local Officials outlines how to draft a performance-based rental regulation ordinance for both home rule and non-home rule municipalities.
Raising the Bar: A short guide to landlord incentives and rental property regulation outlines various municipal strategies including licensing, creating a rental housing information system, and implementing a performance-based regulatory system.
